Bill Graves Spear The American Trucking Associations has tapped its former top lobbyist to take the driver's seat of the $48 million-revenue organization. Chris Spear will become ATA president and CEO on July 9. He succeeds Bill Graves, the former Kansas governor who has led Arlington, Va.-based association for 13 years. By accepting the position, Spear steps into one of the most high-profile association leadership roles inside the Beltway.
