Crowe helps oversee D.C.'s Historic Congressional Cemetery Crowe During the day Kelly Crowe is CEO of the National Alliance of State Health CO-OPs, but once off the clock, she works the graveyard shift. The graveyard in this case is Historic Congressional Cemetery, the 35-acre historic burial ground in the Capitol Hill neighborhood. Crowe is board chair of the Association for the Preservation of Historic Congressional Cemetery, a nonprofit charged with the cemetery's upkeep.
