The American League of Lobbyists released recommendations April 9 that would require many more thousands to register as lobbyists, while also lifting some of the restrictions that current lobbyists face in doing their jobs. One of the key changes the group suggests would be to the 20 percent rule——the provision that allows people to avoid registering as lobbyists if they spend less than 20 percent of their time lobbying for a client or employer in a quarter.
