Departures Hockstad Belcher exits TIA Scott Belcher has stepped down as CEO of the $9M-revenue Telecommunications Industry Association. David Heard, incoming chairman of TIA's board of directors, has been named interim CEO, effective Dec. 1. Belcher was appointed CEO of the Arlington, Va.-based TIA in 2014. He previously was CEO of the Intelligent Transportation Society of America.
