Julie Coons will step down from leading the Tech Council of Maryland in November to serve as the president and CEO of the Electronic Retailing Association. At ERA, Coons succeeds Barbara Tulipane , who was selected in June to head the National Recreation and Park Association. Rick Petry has been leading ERA, located in Arlington, Va., in the interim. Coons has been steering the Rockville, Md.-based group that promotes the technology and biotechnology industries in the state since 2004.
